On Tuesday the World Bank released the 2012 World Development Report on Gender Equality and Development. For Fiji, the report focused on progress being made in the country as it relates to gender roles and the local impact of the Convention on the Elimination of All Forms of Discrimination Against Women.

Girls from Fiji believe they can attain a university education. In contrast, boys from rural areas in Fiji generally do not believe they will stay in school past the primary level. The report attributes this to the need for boys to contribute to the family income. This pushes them out of school and into the workforce.

It also says girls have less free time than boys. Girls have specific household chores that limit their free time. Boys, in contrast, have fewer structured household tasks, and the tasks they do have require less time. Boys also have greater ability to leave the house than girls. The report says these differences play a role in defining gender roles. This can lead boys into engaging in bad behavior and increase their exposure to drugs and alcohol. The report says this pattern exists elsewhere in countries like Yemen, Sudan, Bhutan, India, the West Bank and Gaza Strip, Dominican Republic, Tanzania, Burkina Faso, Liberia, and Papua New Guinea. The report quotes a Fijian boy as saying, “Boys, they take their bikes and scoot off and roam around in villages here and there”.

Fijian girls are beginning to challenge these traditional cultural gender norms. While they acknowledge and admire the hard work their mothers have done in the domestic sphere, they seek better education and opportunities.

While the United Nations General Assembly adopted the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1979, Fiji did not ratify it until August 1995. They were the 139th country to do so. At first, Fiji objected for cultural reasons to one part of CEDAW, and said Constitutional sections containing different rules for men and women on their ability to marry foreigners was incompatible with another part.

These objections were eventually dropped and constitutional changes were made between 1997 and 1999. CEDAW helped bring about family law reform in 1995. A civil uprising in 2000 stalled some iniatives, but the 2002 CEDAW review assisted in reviving efforts. In 2009, the minimum age allowed for both men and women to marry was raised to 18 years.

Since the introduction of CEDAW, reforms have been made that allowed for more equal partners, make divorces easier to get, make it harder for women to be excluded from the home, and improve the amount, and enforced the payment, of spousal support and following a divorce. The report notes that a 2010 review of CEDAW said there is still room for improvement in terms of inheritance rights for women.

Fiji has a population of 854,000, with an annual average percentage population growth of 0.6%. 31% of the population is aged 0 to 14. The average life expectancy for men is 67 years and for women is 71 years.

Singapore Airlines says that it will be compensated by Airbus for the additional delay in delivery of its new superjumbo A380‘s.

The double-deck commercial aircrafts’ delivery, originally due later this year, will be delayed until October 2007. The main fault has been found to be problems in the aircraft’s 500km of wiring. In a statement on the Airbus website, the company said that “the root cause of the problem is the fact that the 3D Digital mock-up, which facilitates the design of the electrical harnesses installation, was implemented late and that the people working on it were in their learning curve”.

Airbus is currently two years behind schedule. In a statement, SIA said that, “The delays are disappointing; all the more so because the flight test and certification programme is proceeding well, and the delays are down to production issues.”

Analysts are predicting that the compensations could well run into a few hundred million US dollars. SIA has stated that the compensation details will be kept confidential

Singapore Airlines is the first airline to fly the A380 and will be receiving the first four aircraft.

According to court documents obtained by Wikinews, Randy Squires, an African American male and a former police officer of the Metropolitan Police Department of the District of Columbia (DCMPD) has filed a lawsuit against the department alleging racial discrimination and harassment by a fellow officer. Squires is also suing the former mayor of D.C., Anthony A. Williams, and the district’s Attorney Generals office. Squires is also suing his superior officer, Robert Atcheson, for racial discrimination and harassment.

“Defendant Atcheson treated Plaintiff differently than similarly situated Caucasian police officers in several respect^[sic], including but not limited to assignments, evaluation, and disciplinary actions, deprivation of overtime and use of departmental vehicles,” stated court papers filed by Squires’ attorneys, Donald M. Temple and Dhamian A. Blue of Temple Law Offices in Washington D.C.

Squires accuses Atcheson, a white-caucasian male and a lieutenant in the Environmental Crimes Unit (ECU) Warrant Squad and the Paternity Warrant Squad, of discriminating against him on the basis of the color of his skin and also harassing him while on the job. Squires originally started to work in DCMPD 1988, and shortly after he was hired, he began to work in the ECU. Atcheson was in control of the unit Squires belonged to.

In court documents, Squires alleges Atcheson treated him with “flagrant racial discriminatory conduct,” like using the word “mope,” which is defined as slang for “nigger,” and that the discrimination was “designed to intimidate, insult, emasculate and humiliate” Squires. In one incident in 2002, during a training exercise, Atcheson allegedly “deprived Squires of appropriate breathing apparatus, which is designed to save life in emergency and hazardous situations,” but that the apparatus was “provided to two other caucasian officers.”

Documents also allege that Atcheson had “falsified” a report to North Carolina State Police after Squires was arrested and wrongfully charged with “unauthorized taking of a police vehicle.” Court documents say that the report to N.C. police states that “Atcheson falsely told Plaintiff (Squires) that he had photographic evidence of the police car outside Plaintiff’s home overnight and of Plaintiff driving the car from his home.”

Court documents also allege that Squires allegedly informed his superior officer of Atcheson, only known as ‘Captain Brito,’ of the incident, but no action was ever taken against Atcheson. Squires initially filed a complaint against Atcheson with the Equal Employment Opportunity Commission, (EEOC) in a letter on March March 8, 2005.

The Washington D.C. police department has investigated the claims made by Squires, which “revealed inappropriate conduct toward Squires,” but according to documents, no disciplinary action has been taken against Atcheson or his superiors.

The defendants “deny any and all allegations” that Squires has made against them and also state that Squires “failed to exhaust their administrative remedies and/or failed to comply with other mandatory filing requirements.” Defendants also say that “all actions taken by District (Washington D.C.) relating to Plaintiffs were necessary, reasonable, pursuant to lawful authority, and based on legitimate, non-discriminatory reasons” and that “the district denies that any district policymaker adopted, approved, condoned and/or maintained an unconstitutional policy, practice or custom of unlawful employment practices.”

Squires is asking at least US$350,000. Squires and the Defendants also request that a jury be present during the trial, which is scheduled to conclude on June 26.

Eric Bogosian is one of America’s great multi-dimensional talents. “There’s sort of three different careers, and any one of them could exist by itself, on its own two feet. There was that solo stuff, and then I started writing plays in the late seventies.” Although his work has spanned genres, most readers will recognize Bogosian for his acting, which has included a memorable performance in Woody Allen‘s Deconstructing Harry to co-writing and starring in the Oliver Stone movie Talk Radio (based upon his Pulitzer Prize-nominated play) to playing the bad guy in Under Siege 2 to his current role in Law & Order: Criminal Intent as Captain Danny Ross. They may not know, however, that he had collaborated with Frank Zappa on a album, worked with Sonic Youth, and was a voice on Mike Judge‘s Beavis & Butthead Do America. He started one of New York City’s largest dance companies, The Kitchen, which is still in existence. He starred alongside Val Kilmer in Wonderland and his play Talk Radio was recently revived on Broadway with Liev Schreiber in the role Bogosian wrote and made famous.

Currently at work on his third novel, tentatively titled The Artist, Bogosian spoke with David Shankbone about the craft of writing and his life as a creative.

The 10.10 version of Ubuntu (codename Maverick Merkaat), a free operative system is to be released in the next few days. French Wikinews contributor Savant-fou (Baptiste) has interviewed Fabrice (fabrice_sp on Ubuntu), an Ubuntu’s MOTU (Master Of The Universe), member of the development team of the operative system.

Ubuntu is a computer operating system, based on Debian, which is created collaboratively by thousands of people. There are three official Ubuntu versions: Ubuntu Desktop Edition (for desktop and laptop PCs); Ubuntu Netbook Edition (for netbooks); and Ubuntu Server Edition (for use in servers).

Opposition parties in Queensland have taken exception to the state cabinet’s decision to dam Teviot Brook and the Mary River. Cabinet, the executive branch of the Australian state’s government, made the decision on July 3 after months of discussion and planning.

The Labor government claimed the dams are necessary to maintain supply to Brisbane, the state’s capital. Declining rainfall has left the city’s 1.5 million people short of water, and the population is growing rapidly. The Nationals, the main opposition party, have criticised the cost of the new dam, and propose raising an existing one instead.
