Australian health workers to close intensive care units in Victoria next week

Members of Australia’s Health Services Union (HSU) will go on strike in Victoria next week in a dispute over stalled wage and career structure negotiations. Over 5000 physiotherapists, speech pathologists and radiation therapists will walk off the job next week, effectively closing the state’s 68 largest health services.

The strike will force the closure of intensive care units and emergency departments across the state.

It is feared the strike could continue into Easter.

National secretary of the HSU, Kathy Jackson said admissions would be crippled, while intensive care patients would have to be evacuated to New South Wales, Tasmania and South Australia as hospitals will not be able to perform tests or administer treatment.

“When an ambulance shows up you can’t admit a patient without an X-ray being available, you can’t intubate them and you can’t operate on them,” she said.

“If something goes wrong in an ICU you need to be able to X-ray, use nuclear medicine or any diagnostic procedure,” said Ms Jackson.

Ms Jackson said the HSU offered arbitration last year, but the state government refused. “They’re not interested in settling disputes, they hope that we are just going to go away.”

“We’re not going away, we’ve gone back and balloted the whole public health workforce in Victoria, those ballots were successful, 97 percent approval rating,” she said.

The HSU is urging the government to commence serious negotiations to resolve the dispute before industrial action commenced.

The government has offered the union a 3.25 per cent pay increase, in line with other public sector workers but the union has demanded more, but stopped short of specifying a figure.

Victorian Premier John Brumby said the claim would be settled according to the government’s wages policy. “The Government is always willing and wanting to sit down and negotiate with the relevant organisations . . . we have a wages policy based around an increase of 3.25 per cent and, above that, productivity offset,” he told parliament.

The union claims it is also arguing against a lack of career structure, which has caused many professionals to leave the health service. Ms Jackson said wages and career structures in Victoria were behind other states.

Victorian Opposition Leader Ted Baillieu said he was not in support of the proposed strike and called on the government to meet with unions. “There could not be a more serious threat to our health system than has been announced today.”

“We now have to do whatever is possible to stop this strike from proceeding,” he said.

The opposition leader will meet with the union at 11:30 AM today.

Victorian Hospitals Industry Association industrial relations services manager Simon Chant said hospitals were looking at the possible impact and warned that patients may have to be evacuated interstate if the strike goes ahead.

Fire at tombs in Uganda result in clashes between protestors and police

At least two people in Uganda were killed on Wednesday, after clashes between police and protestors at a royal mausoleum.

The incident occurred at Kasubi, near the Ugandan capital of Kampala, when protestors attempted to stop the country’s president, Yoweri Museveni from visiting the tomb site, which was on fire. They set up a barricade and booed him, blocking his motorcade. The fire had destroyed a large portion of the tombs, which are as much as 128 years old. They are revered by the Buganda tribe, the largest in Uganda.

There are accusations that the blaze was started intentionally. Kampala-based journalist Malcolm Webb commented about the incident to Al Jazeera. “[T]he tombs of their kings […] was burnt to the ground. They suspect it was arson. I’ve seen four people who were injured […] But the crowd has been largely chased away.”

The president pledged that he would look into the accusations of arson, although he commented that the demonstrators at the “scene of the crime” might have interfered, making an investigation more difficult. “I am suspicious. This could be arson. The problem is the place has been tampered with. […] [B]ut we are going to investigate and get to the cause,” Musveni told the mausoleum caretakers.

Judith Nabakooba, a spokesman for Ugandan security forces, told Agence France-Presse that “[t]here was a group that confronted security at the scene before the arrival of the president. They were violent, when they confronted us we shot in the air to disperse them.”

A Buganda official, Medard Ssegona Lubega, remarked about the blaze to the BBC Network Africa, saying: “There are many men of our fallen kings lie in this house, which is now down to ashes,” he told the BBC’s Network Africa It is something that we have built and kept and maintained for our children and grandchildren and many generations unborn.”

Buganda is one of the country’s four ancient kingdoms; the United Nations’ cultural organisation, UNESCO, designated it as a world heritage site. It has been a popular tourist site, and its mausoleum contains the remains of four of Buganda’s former kings, the last of which was buried in 1971.

IMF and EU approve aid for Georgia

The International Monetary Fund and the European Union approved aid packages to help Georgia recover from its conflict with Russia, which occurred in early August. The IMF approved a US$750 million loan which will allow Georgia to rebuild its currency reserves. The European Union also approved an aid package of 500 million in aid by 2010, which is expected to help internally displaced people (IDPs) and economic recovery in the form of new infrastructure. Only €100 million of the EU aid will be given to Georgia this year.

These loans are aimed to restore confidence in Georgia’s economy and send a signal to international investors that Georgia’s economy is sound. According to the IMF, international investors have been “critical to Georgia’s economic growth in recent years.”

Takatoshi Kato, Deputy Managing Director and Acting Chairman of the IMF executive committee, said the loan will “make significant resources available to replenish international reserves and bolster investor confidence, with the aim of sustaining private capital inflows that have been critical to Georgia’s economic growth in recent years.”

Georgia has requested $2 billion in international aid to help it recover from the conflict. So far, the United States has pledged $1 billion in aid. Further assistance and loans to Georgia are expected from other organizations. Kato noted that “…Georgia is expected to receive financial assistance from multilateral and bilateral donors and creditors in support of the reconstruction effort.” It is expected that an international donors’ conference will take place next month to solicit more aid for the country.

Georgia’s government expects that economic growth will be more than cut in half as a result of the conflict. Last year, Georgia’s GDP increased 12.4% and it is predicted by the IMF that growth will be less than 4 percent in the coming year.

Australian PM faces inquiry into Iraqi kickbacks

Australian Prime Minister, John Howard appeared before the Cole inquiry on Thursday, the first time an Australian Prime Minister has appeared before an inquiry with royal commission powers since 1983.

Unlike his foreign minister Alexander Downer who gave evidence before the inquiry on Tuesday, Mr Howard entered through the front door where he gave a brief address. He told the press that his government is being open about the Iraqi kickback affair. ” just want to make one point and that is that the appearance by me, earlier this week by the Foreign Minister and also by the Trade Minister, demonstrates absolutely how open and transparent and accountable the Government is being in relation to this matter” Mr Howard said to reporters.

Mr Howard was questioned by John Agius, counsel assisting the inquiry. Counsel for AWB, the company at the centre of the scandal did not apply to cross-examine the prime minister.

Terrence Cole, the inquiry’s commissioner received an application from Peter Geary and Micheal Long’s counsel to cross-examine the prime minister but refused it on the grounds that the proposed line of questioning was similar to that of Mr Aguis’ and that there was no evidence that Mr Howard had “ever met with Mr Geary or Mr Long”.

Mr Agius questioned the prime minister about a series of diplomatic cables sent to his office, which raised concerns about AWB’s contracts in Iraq.

Mr Howard told the inquiry that he doesn’t recall reading or being briefed about any of the cables referred to by the inquiry. The inquiry also heard that prior to 2003 there was no system in place to identify which cables had been bought to the prime minister’s attention.

In his statement to the inquiry, Mr Howard said that his office had not received four of the cables mentioned by the inquiry. Under questioning, Mr Howard confirmed this but conceded that it was likely that his staff had read the other 17.

When asked whether there were any guidelines which guided his advisors in deciding which cables should be bought to the prime minister’s attention, Mr Howard replied “No, there weren’t”.

The inquiry heard that the only discussions about which cables which should be bought to Mr Howard’s attention occurred when an advisor changed in very generic terms. Mr Howard told the inquiry that he would tell a new advisor “Well, you’ve got to exercise your own judgment, I can’t possibly read everything, and clearly I want things brought to my attention which are, in your judgment, important and are relevant to issues in front of the government at the time”.

Mr Howard admitted that the government had an interest in Iraq using the United Nations oil for food program for its own financial benefit, but said he did not expect cables dealing with alleged breach of UN sanctions to have been bought to his attention.

The questioning then turned to a statement Mr Howard made to the National Press Club on March 13, 2003, one week prior to the US-led Iraqi occupation. Speaking about Saddam Hussein Mr Howard said “He has cruelly and cynically manipulated the United Nations oil-for-food programme. He’s rorted it to buy weapons to support his designs at the expense of the wellbeing of his people”.

Mr Agius asked Mr Howard if his statement was based upon briefngs he had received. Mr Howard told the inquiry that the information was based upon “open source” intelligence stated at addresses by British foreign secretary Jack Straw and the United States state department. Mr Howard said one of his advisors “checked with some cables to confirm that those cables supported the open-source claims and was satisfied that they did”.

Mr Howard denied seeing the cables used by the advisor to support the claims, but believed he would have told her to be sure that everything they were saying can be supported by fact. Mr Howard told the inquiry that he never knew about cables which referred to Hussein rorting the UN Oil for Food program. Mr Howard admitted that at the time his “general knowledge” was that Hussein had breached UN sanctions and was rorting the Oil for Food program.

“My general knowledge at the time and belief was that the program had been rorted, and it was not seriously in dispute. Nobody was arguing it hadn’t been rorted” Mr Howard said.

The prime minister was questioned about an unassessed intelligence report which mentioned a Jordanian trucking company known as “Alia” paying kickbacks to Hussein. In response to this Mr Howard told the inquiry that he could not recall the information being bought to his attention, which was not unusual.

Truckload of trouble for Thai Rak Thai

Yesterday saw Thailand’s Attorney General file charges of election fraud with the country’s Constitutional court. According to Sondhi Limthongkul’s ThaiDay, the action seeking the dissolution of five parties was delivered by truck and consisted of over 120,000 pages of legal citations.

Both the Thai Rak Thai party making up the caretaker government and the main opposition Democrats are named. The allegations centre on claims that Thai Rak Thai paid minor parties to participate where seats would otherwise be unopposed, and that the Democrats may have bribed parties to claim that they had been paid by Thai Rak Thai.

Thailand’s prolonged political crisis originally stemmed from repeated corruption allegations against the Prime Minister, Thaksin Shinawatra. An April 2nd snap election apparently intended to cement the ruling party’s position and dismiss critics as unrepresentative backfired when the three main opposition parties announced a boycott. This left many seats unopposed, particularly in the country’s troubled Muslim south. With Thai Rak Thai standing alone in strong Democrat territory, a grassroots abstention campaign left many seats empty when they failed to garner the constitutionally required 20% of eligible votes.

Amongst all the political posturing, and allegations that the Election Commission had unduly favoured the ruling party, claims that there had been irregularities surfaced. Thai Rak Thai was accused of having paid minor parties to circumvent the 20% rule by offering token opposition. The claims were brought before the Election Commission who eventually handed the case over to the Attorney General without offering any recommendation. The commission’s sub-committee that prepared the report had recommended the dissolution of Thai Rak Thai.

At present it is unclear if the political crisis will be resolved through the country’s legal system prior to the upcoming October election rerun. The volume of evidence may leave the Constitutional Court unable to agree on a ruling prior to the election.

Game modified to match New Zealand, police investigate

A New Zealand teenager’s conversion of the popular Grand Theft Auto (GTA) video game is gaining popularity and the New Zealand Police are unhappy at their portrayal. Stacy O’Callaghan talked to Wikinews’ Gabriel Pollard about his mod.

The police cars and the police officers have been given a makeover to resemble the New Zealand versions. The planes were branded Air New Zealand, and ambulances were converted to match the local Wellington scheme, among various other changes.

The Beehive, Te Papa and the Sky Tower are looking to be added to the game also. O’Callaghan says, “We actually have the models for these buildings but haven’t figured out how to import them into the game.

“Theres plenty more to come, but thats our progress so far.”

Despite media reports stating the Police were investigating whether or not the mod breached the law prohibiting the unauthorised use of police insignia, O’Callaghan has not heard from the Police at all. He says that if the Police did contact him with their concerns then he might consider taking the download offline. “If people want to start getting all legal and stuff, then I will just remove it.

“I don’t want to offend anyone, I don’t hate NZ Police, I think they are actually one of the best Police forces in the world.”

The 17-year-old has said that his total conversion mod for the San Andreas version of GTA is “fairly popular”. “The mod has been fairly popular considering NZ’s population, and considering NZ’ers aren’t exactly game mod fanatics,” O’Callaghan says. He says the latest version of the mod he uploaded has so far had 466 downloads.

He has made the mod publicly available for any gamer who wants to play the New Zealand-branded version of the game and enjoy the game as much as he now does. O’Callaghan says he doesn’t want to make money off the game change.

The original plan was for the GTA modification to only transform the police cars into New Zealand branded cars but was later extended when O’Callaghan was contacted by other developers. He says, “I originally started with just the police cars back in November last year and left it at that, and then after uploading it people came to me saying they wanted to help out with it and so about a couple of months ago we started making this total conversion.”

O’Callaghan says in the future he would like to join the New Zealand Police and work in computer forensics, failing that he’d like to go into the IT industry.

Boston College defeats NC State in double overtime

The Boston College men’s basketball team defeated the North Carolina State Wolfpack at home in a 74-72 double-overtime thriller on Feb. 25. The BC Eagles, ranked #11 going in to the contest, left with a 22-6, 9-5 record in the Atlantic Coast Conference, while the NC State Wolfpack dropped to #19 after the game with a 21-7, 10-5 record.

Boston College star Sean Marshall finished with 22 points, including three 3-point shots, while Craig Smith had 18 points, 14 rebounds and six assists for the Eagles.

Ilian Evtimov led the Wolfpack with 16 points.

BC outscored the Wolfpack by two in the first half, which was reversed in the second half. Only Miller’s second overtime 4-pointer put BC decisively in the lead and allowed them a victory.

‘Daybreak’ launches on ITV in UK

Daybreak, a new breakfast show on ITV in the United Kingdom, launched on Monday at 0600 BST (0500 UTC). The show was hosted by Christine Bleakley and Adrian Chiles, both of whom previously presented The One Show on BBC One.

Opening the broadcast, Bleakley commented: “Dawn is happening, day is breaking behind us here, it’s a beautiful thing here behind us in the studio.” Chiles then commented: “The sun is up and thank goodness. We spent good money bringing you this view […] at least you can see it. Thank goodness for that.” On the website for The Guardian, Stuart Heritage stated that “[a]lthough it does seem like a continuation of GMTV rather than a bold reinvention, some of the new aspects of Daybreak have worked. Adrian and Christine have done reasonably well and the other new faces all seem like good additions.” The set for the programme features two purple sofas with a large round desk in between the sofas and a skyline of London in a backdrop.

The new programme was followed at 0830 BST (0730 UTC) by another new programme, entitled Lorraine — hosted by Lorraine Kelly — which was broadcast until 0925 BST (0825 UTC). Kelly stressed: “I’ve really missed you. I hope you like our new look and we’ve got a packed show for you today.” The Lorraine set contains a pink sofa, a pink armchair and a large round white desk. The two new programmes are the successors to GMTV — which had its last broadcast on Friday.

Previously, Alison Sharman, ITV Director of Factual and Daytime, explained: “Daybreak plays a key part in ITV’s ongoing transformation and reflects the fact that creative renewal lies at the heart of our schedule, which is being modernised and improved under Peter Fincham. We want to ensure that the core audience of housewives with children keep watching but are also determined to attract new viewers to our revitalised breakfast show. As we approach the next stage of this transformational journey our newly confirmed anchors — Christine and Adrian — will be the lynchpins of Daybreak with their unique and brilliant partnership.”
